282 अमान्य स्कूलों पर लगेगा ताला, संचालन करने पर होगी क़ानूनी करवाई
हरियाणा में मौजूद 282 गैर मान्यता प्राप्त स्कूलों पर इस सत्र से ताला लगने वाला है। साथ ही इन स्कूलों में दाखिला न हो इसे सुनिश्चित करने के लिए अखबारों में इन स्कूलों की सूची भी प्रकाशित की जाएगी। अगर इन स्कूलों के संचालन की खबर मिलती है तो इसे अपराध माना जायेगा। साथ ही उस स्कूल पर कानूनी कार्रवाई भी की जाएगी। बता दें कि आदेश का पालन सुनिश्चित करने के लिए सरकार ने सभी जिलों के डीईओ को पत्र जारी कर दिया है। यह जानकारी गैर मान्यता प्राप्त स्कूलों को लेकर लंबित याचिका पर हरियाणा सरकार ने हाईकोर्ट में अपनी रिपोर्ट सौंपी है।
फरीदाबाद के मनोज कुमार जायसवाल ने 2012 में हाईकोर्ट में याचिका दायर करते हुए बताया था कि अकेले फरीदाबाद में 550 से अधिक स्कूल गैर-मान्यता प्राप्त हैं। हाईकोर्ट को यह भी बताया गया था कि राज्य में न केवल फरीदाबाद, बल्कि कई अन्य जिलों में भी बड़े पैमाने पर गैर-मान्यता प्राप्त स्कूल चलाए जा रहे हैं। इनके खिलाफ सरकार कार्रवाई नहीं कर रही। हाईकोर्ट ने 2012 में इस याचिका को निपटाते हुए हरियाणा सरकार को चार महीने में सर्वे कर गैर-मान्यता प्राप्त स्कूलों की सूची बनाकर उन पर कार्रवाई के लिए कहा था।जब अर्जी पर कोई कार्रवाई नही हुई तो 2019 में हाईकोर्ट में अर्जी दाखिल कर फिर से सुनवाई की अपील की गई। इस अर्जी पर हरियाणा सरकार ने जवाब देते हुए बताया कि पूरे प्रदेश में अस्थायी मान्यता वाले 327 और गैर मान्यता वाले 282 स्कूल हैं।
खबरों के अनुसार सरकार ने निर्णय लिया है कि अस्थायी मान्यता प्राप्त स्कूलों को तभी नए सत्र में प्रवेश की अनुमति दी जाएगी, जब वे शर्तों को पूरा करेंगे। सरकार का कहना है कि अमान्य स्कूलों को अब नए सत्र में छात्रों को प्रवेश देने की अनुमति नहीं होगी। अगर कोई स्कूल संचालित हुआ तो हरियाणा स्कूल एजुकेशन रूल 2003 के अनुसार इसे अपराध माना जाएगा। इस आदेश का पालन सुनिश्चित करने की जिम्मेदारी जिला शिक्षा अधिकारियों को सौंपी गई है। इस जानकारी पर हाईकोर्ट ने अर्जी का निपटारा कर दिया।
