शिक्षा जगत में इस बात पर बहस है कि ऑनलाइन रुझान क्या भविष्य में ज्यादा से ज्यादा बच्चों को स्तरीय शिक्षा मुहैया करा पाने की संभावना देगा. क्योंकि बात सिर्फ इंटरनेट और लर्निंग की नहीं है बात उस विकराल डिजिटल विभाजन की भी है जो इस देश में अमीरों और गरीबों के बीच दिखता है. केपीएमजी के उपरोक्त आंकड़ों को ही पलटकर देखें तो ये पहलू भी स्पष्ट हो जाता है. ऑनलाइन क्लास की तकनीकी जरूरतों और समय निर्धारण के अलावा एक सवाल टीचर और विद्यार्थियों के बीच और सहपाठियों के पारस्परिक सामंजस्य और सामाजिक जुड़ाव का भी है. क्लासरूम में टीचर संवाद और संचार के अन्य मानवीय और भौतिक टूल भी इस्तेमाल कर सकते हैं लेकिन ऑनलाइन में ऐसा कर पाना संभव नहीं. सबसे एक साथ राब्ता न बनाए रख पाना वर्चुअल क्लासरूम की सबसे बड़ी कमी है. इधर शहरों में जूम नामक ऐप के जरिए होने वाली कक्षाओं के दौरान तकनीकी समस्याओं के अलावा निजता और शालीनता को खतरे जैसे मुद्दे भी उठे हैं. कई और असहजताएं भी देखने को मिली हैं, सोशल मीडिया नेटवर्किंग में यूं तो अज्ञात रहा जा सकता है लेकिन ऑनलाइन पढ़ाई के लिए प्रामाणिक उपस्थिति, धैर्य और अनुशासन भी चाहिए. जाहिर है ये नया अनुभव विशेष प्रशिक्षण की मांग करता है.
भारत में स्कूल कॉलेज समेत तमाम शैक्षणिक संस्थान अपने अपने शैक्षिक सत्र पूरे कर पाते, इससे पहले ही कोरोना संकट के चलते उन्हें 24 मार्च,20 से बंद कर दिया गया. लॉकडाउन की इस अवधि में ऑनलाइन शिक्षण से सत्र पूरा करने की कोशिश की गयी. कई शिक्षण संस्थानों में कक्षाएं जारी थीं और इम्तहान लंबित थे. मिडिल और सेकेंडरी कक्षाएं ऑनलाइन कराने के लिए जूम जैसे विवादास्पद वेब प्लेटफॉर्मो का सहारा लिया गया. कहीं गूगल तो कहीं स्काइप के जरिए कक्षाएं हुईं. कहीं यूट्यूब पर ऑनलाइन सामग्री तैयार की गई तो कहीं लेक्चर और कक्षा के वीडियो तैयार कर ऑनलाइन डाले गए और व्हाट्सऐप के माध्यम से विद्यार्थियों के समूहों में भेजे गए. लेकिन अधिकांश संस्थान ऑनलाइन परीक्षा के लिए तैयार नहीं हैं.
ऑडिट और मार्केटिंग की शीर्ष एजेंसी केपीएमजी और गूगल ने ‘भारत में ऑनलाइन शिक्षाः 2021′ शीर्षक से एक रिपोर्ट जारी की है जिसमें 2016 से 2021 की अवधि के दौरान भारत में ऑनलाइन शिक्षा के कारोबार में आठ गुना की अभूतपूर्व वृद्धि आंकी गयी हैं. 2016 में ये कारोबार करीब 25 करोड़ डॉलर का था और 2021 में इसका मूल्य बढ़कर करीब दो अरब डॉलर हो जाएगा. शिक्षा के पेड यूजरों की संख्या 2016 में करीब 16 लाख बताई गयी थी, 2021 में जिनके करीब एक करोड़ हो जाने की संभावना है. सरकारी आंकड़ों के मुताबिक देश में 993 विश्वविद्यालय, करीब चालीस हजार महाविद्यालय हैं और 385 निजी विश्वविद्यालय हैं. उच्च शिक्षा में करीब चार करोड़ विद्यार्थी हैं और नामांकित छात्रों की दर यानी ग्रॉस एनरोलमेंट रेशियो बढ़कर 26.3 प्रतिशत हो गया है.
देश के प्रमुख शिक्षा बोर्ड सीबीएसई की 2019 की परीक्षा के लिए 10वीं और 12वीं कक्षाओं में 31 लाख से ज्यादा विद्यार्थी नामांकित थे. सीआईसीएसई के अलावा विभिन्न राज्यों के स्कूली बोर्डों की छात्र संख्या भी करोड़ों में है. इन आंकड़ों को देखते हुए ही इंटरनेट शिक्षा से जुड़ी एजेंसियां लाभ की उम्मीदों में सराबोर हैं. ऑनलाइन लर्निग के तहत वर्चुअल कक्षाएं और वीडियो-ऑडियो सामग्री, प्रस्तुतियां, पाठ्यक्रम और ट्युटोरियल तो हैं ही, वेबिनार, मॉक टेस्ट, वीडियो और काउंसलिंग आदि की विधियां भी ऑनलाइन संचालित की जा रही हैं.
भारत में इंटरनेट की पैठ 31 प्रतिशत है जिसका अर्थ है देश में 40 करोड़ से कुछ अधिक लोग इंटरनेट का इस्तेमाल करते हैं. 2021 तक ये संख्या 73 करोड़ से अधिक हो जाएगी. इसी तरह देश में इस समय 29 करोड़ स्मार्टफोन यूजर हैं. 2021 तक 18 करोड़ नये यूजर जुड़ जाएंगे. दूरस्थ शिक्षा के लिए भी ऑनलाइन माध्यम सबसे कारगर माना गया है. इस बीच सरकार ने स्वयं, ई-बस्ता और डिजिटल इंडिया जैसे अभियान शुरु किए हैं. इस उत्साही तस्वीर को देखते हुए आभास हो सकता है कि भारत में शिक्षा पलक झपकते ही ऑफलाइन से ऑनलाइन मोड में चली जाएगी. लेकिन आंकड़े जितने आकर्षक हों वास्तविकता उतनी ही जटिल है. क्योंकि अभी ये सारी प्रक्रिया बिखरी हुई सी है, उसमें कोई तारतम्य या योजना नहीं है. कुछ भी विधिवत नहीं है. स्मार्ट क्लासरूम और डिजिटलसंपन्न होने का दम भरते हुए ऑनलाइन कक्षाएं चलाने के लिए स्कूल और यूनिवर्सिटी प्रशासन कितने तत्पर थे ये कहना कठिन है, लेकिन उससे जुड़ी व्यावहारिक कठिनाइयां जल्द ही दिखने भी लगीं. कहीं इंटरनेट कनेक्शन का संकट तो कहीं स्पीड, कहीं बिजली तो कहीं दूसरे तकनीकी और घरेलू झंझट.
