हिन्दी के महान आलोचक आचार्य रामचन्द्र शुक्ल का यह विचार पढ़कर हमें आत्मनिर्भर बनने की सीख मिलती है। वस्तुतः जीवन एक संघर्ष है और इस संघर्ष में मनुष्य को समाज का अपेक्षित सहयोग भी मिलता है। मेरा मानना है कि आत्मविश्वास तथा आत्मनिर्भरता से आत्मबल मिलता है जिससे आत्मा का विकास होता है तथा मनुष्य श्रेष्ठ कार्यों की ओर प्रवृत्त होता है। स्वावलंबन मानव में गुणों की प्रतिष्ठा करता है।
हमारी सनातन परंपरा में कई ऐसे प्रसंगों का उल्लेख किया जाता है, जहां आत्मनिर्भर बनने की सीख दी जाती है। इतिहास साक्षी है कि जब भारत को पूरे विश्व में सोने की चिडिया कहा जाता था, उस समय हम भारतीयों का सबसे बडा गुण आत्मनिर्भरता ही रहा है। वह समाज में रहता है जहां पारस्परिक सहायता और सहयोग का प्रचलन है । वह एक हाथ से देता तथा दूसरे हाथ से लेता है । यह कथन एक सीमा तक उचित प्रतीत होता है । ऐसा गलत प्रमाणित तब होता है जब बदले में दिया कुछ नही जाता सिर्फ लिया भर जाता है और जब अधिकारों का उपभोग विश्व में बिना कृतज्ञता का निर्वाह किए, भिक्षावृत्ति तथा चोरी और लूट-खसोट में हो, लेकिन विनिमय न हो ।
मनुष्य को जीवन में दूसरों पर भरोसा न कर आत्म निर्भर और आत्म विश्वासी होना चाहिए। दूसरे शब्दों में आत्म-सहायता ही उसके जीवन का मूल सिद्धांत, मूल आदर्श एवं उसके उद्देश्य का मूल-तंत्र होना चाहिए। असंयत स्वभाव तथा मनुष्य का परिस्थितियों से घिरा होना, पूर्णरूपेण आत्मविश्वास के मार्ग को अवरूद्ध सा करता है। आत्मनिर्भर व्यक्ति के मुकाबले कोई भी व्यक्ति इतना तेजस्वी एवं दृढ़प्रतिज्ञ नहीं होता । भाग्य की रेखाएं इतनी अनिश्चित होती है कि जब हम सब कुछ प्राप्त कर लेते है तो भी शांति से उनका उपभोग नहीं कर पाते । आशा के विपरीत ज्यादा या कम मिलने की अवधारणा प्राय: हम लोगों में व्याप्त है। यहां तक कि हमेशा किसी वस्तु के लिए व्यग्रता-सी बनी रहती है।
क्या आत्मकेंद्रित समाज और आत्ममुग्ध सरकार ‘आत्मनिर्भरता’ के सपने को सच कर सकती है ? इस बुनियादी प्रश्न का सार्वजनिक उत्तर है -नहीं। भारत जैसे देश में आत्मनिर्भरता का मार्ग महात्मा गांधी के जंतर से जनमता है। आत्मसम्मोहित – नीतियां, कानून, योजनाएं और घोषणाएं तो अब तक तो करोड़ों विपन्नों के इस देश में मील का पत्थर साबित नहीं हो सकी हैं। गरीबी रेखा के ऊपर और नीचे खड़े तबकों के बीच का गहराता फासला अब तक गढ़े गए मार्गों की त्रासदी खुद बयां कर रही हैं। महात्मा गांधी आर्थिक स्वायत्तता या आत्मनिर्भरता को राजनैतिक स्वाधीनता की कुंजी कहते थे। उनका मानना था- भारत के निर्माताओं के सामने दो रास्ते हैं – अधिकाधिक उत्पादन और अधिकाधिक लोगों के द्वारा उत्पादन। पहला मार्ग एक नई आर्थिक गुलामी की ओर ले जाएगा और दूसरा – आर्थिक आत्मनिर्भरता के रास्ते हमें आगे बढ़ायेगा।
‘आत्मनिर्भरता’ हम देश की चाहते हैं या उन करोड़ों विपन्नों की – यह पहले तय करना होगा, ताकि उपयुक्त साधन भी उसी के अनुसार तलाशे और तराशे जा सकें। राज्यतंत्र के आत्मनिर्भर होने का उद्देश्य और अर्थ, लोकतंत्र के बहुसंख्यकों (किसानों और मजदूरों) के आत्मनिर्भरता से ही मुमकिन है। इसीलिए आत्मनिर्भरता के लिए अनिवार्य है कि किसानों और मजदूरों को पहले आत्मनिर्भर बनाने की दिशा में कदम बढ़ाया जाए। और इसके लिए जरूरी है कि राज्य उनके लिए वो साधन और संसाधन सुनिश्चित करे, जिसे पाकर वो अपने परिवार और समुदाय को आत्मनिर्भर बनाने की दिशा में स्वतंत्र रूप से आगे बढ़ सकें।
आत्मनिर्भरता अपनाने के लिये जिस साहस की जरूरत है क्या उसके लिये सरकार और समाज तैयार है ? इस प्रश्न का औसत उत्तर है, नहीं। फिलहाल समाज और राज्य की सार्वजानिक निर्भरता जिस बाजार और आर्थिक प्रतिष्ठानों पर है, वही आत्मनिर्भरता के बुनियादी अनुशासन और आचरण के लगभग खिलाफ हैं। यथार्थ है कि ‘रोटी, कपड़ा और मकान’ के बुनियादी अधिकारों के सामाजिक मानकों पर भी एकाधिकार उस बाजार का है, जिस पर निर्भरता को खत्म करना तो दूर बल्कि न्यूनतम करना भी लगभग नियंत्रण से बाहर है। ऐसे संक्रमणकाल में ‘आत्मनिर्भरता’ की शुरुआत, शिद्दत के साथ ‘आत्मावलोकन’ से गढ़ना और बढ़ना चाहिए।
