संस्कृति की संजीव संवाहक होती है हमारी मातृभाषा।
मातृभाषा का मतलब अक्सर यही निकाला जाता है कि जो भाषा या बोली बच्चे की माँ बोलती है वही मातृभाषा कहलाती है। यानी बच्चा अपनी माँ को जिस भी भाषा या बोली में बात करते हुए सुनता है वह वह उसकी भाषा भी बन जाती है। लेकिन सही मायनों में देखा जाए तो मातृभाषा का अर्थ बच्चे के परिवेश से हैं यानी बच्चा जिस भी परिवेश में पलता और बढ़ता है वह उसी के अनुसार ढलकर, उसी परिवेश की भाषा या बोली बोलने लगता है। स्वामीनाथन अय्यर की रिपोर्ट के अनुसार, बच्चों के सीखने के लिए सर्वाधिक सरल भाषा वही है जो वे घर में बोली जाने वाली भाषा सुनते हैं। यही उनकी मातृभाषा है।
भारत वर्ष में हर प्रांत की अलग संस्कृति है, एक अलग पहचान है। उनका अपना एक विशिष्ट भोजन, संगीत, बोली और लोकगीत हैं। इस विशिष्टता को बनाये रखना, इसे प्रोत्साहित करना अति आवश्यक है। और इस हेतु संयुक्त राष्ट्र द्वारा भाषाई और सांस्कृतिक विविधता के बारे में जागरूकता फैलाने और बहुभाषावाद को बढ़ावा देने के उद्देश्य से हर साल पूरे विश्व में 21 फरवरी का दिन अंतरराष्ट्रीय मातृभाषा दिवस के रूप में मनाया जाता है।
मातृभाषा के बिना समाज एवं राष्ट्र की उन्नति संभव नहीं है। मातृभाषा हमारी संस्कृति की संजीव संवाहक है। आम भारतीय को आधुनिक शिक्षा अपनी ही भाषा में प्राप्त हो यानी कोई व्यक्ति अपनी मातृभाषा जैसे बंगाली, गुजराती, तेलुगु, कन्नड में उच्च शिक्षा प्राप्त करना चाहता है तो उसकी व्यवस्था होना चाहिए। मातृभाषा में ही सम्पूर्ण शिक्षा की पहली बार मांग बंगाल से ही उठी थी। उस समय मातृभाषा शब्द की प्राचीनता यानी पुरातन्ता स्थापित करने वाले ऋग्वेदकालीन एक सुभाषित का अनेक अवसरों पर उल्लेख भी सामने आता है, जिसमें लिखा है-
‘मातृभाषा, मातृ संस्कृति और मातृभूमि।’ ये तीनों सुखकारिणी देवियाँ स्थिर होकर हमारे हृदयासन पर विराजें।
वैदिक भाषा संस्कृत जिसमें वेद लिखे गए। अपने समय की प्रमुख भाषा थी। जो कि जनपदीय भाषा व्यवस्था के प्रचलन के रूप में भी देखी गई। भाषा के बिना यदि संस्कृति पंगु है तो संस्कृति के अभाव में भाषा भी दृष्टिहीन मानी जाएगी। गुरुदेव श्री रवि शंकर जी के अनुसार, ‘भारतीय भाषाएँ एवं संस्कृति विश्व की अनुपम धरोहर है। हमें अपनी सभ्यता के, निष्ठा के बारे में सचेत रहना चाहिए और उसे प्रोत्साहित करना चाहिए।’
देखने में यह आया है कि, एक बच्चे को यदि उसकी मातृभाषा में शिक्षा दी जाती है तो वह काफी अच्छे से और काफी जल्दी सभी बातें सीखता है। सकारात्मक बात यह है कि, राष्ट्रीय शिक्षा नीति 2020 की शिक्षा व्यवस्था बहुभाषा और मातृभाषा पर केंद्रित है। यह जहां एक ओर भारत केंद्रित है, वहीं दूसरी ओर बालक केंद्रित भी है। यह सर्वविदित है कि छोटे बच्चे अपने घर की भाषा या मातृभाषा में सार्थक अवधारणाओं को अधिक तेजी से सीखते हैं और समझ लेते हैं।
नई राष्ट्रीय शिक्षा नीति में भी यह प्रावधान किया गया है कि हम अपनी मातृभाषाओं के व्यवहार में सम्मान महसूस करें। देशी-विदेशी सभी भाषाओं में ज्ञान का भंडार है, उन्हें सीखने में कोई बुराई नहीं है। लेकिन पहला सम्मान अपनी मातृभूमि और अपनी मातृभाषा के लिए आवश्यक है। मातृभाषा में बालक की सहज प्रकृति का निर्माण करने की क्षमता है, यह समरसता का सेतु है।
