MSP in detail: आज यानी कि 16 फरवरी को किसानों ने अखिल भारत बंद का आवाहन किया है। किसान सरकार के सामने इस मांग पर अड़े है कि सरकार को उनकी फसल के दामों की सुरक्षा के लिए न्यूनतम समर्थन मूल्य को कानूनी रूप से लागू करना होगा। आज हम आपको बताएंगे कि आखिर ये न्यूनतम समर्थन मूल्य होता क्या है और सरकार इसे कानूनी तौर पर लागू क्यों नहीं कर पा रही है।
क्या है न्यूनतम समर्थन मूल्य ?
किसानों द्वारा उपजाए गए फसलों की खरीद के लिए एक सुरक्षा दी जाती है। ताकि अगर किसानों की फसल बाजार में नहीं बिक पा रही है तो सरकार इन फसलों को एक निश्चित दाम पर मंडी से खरीद लेगी। आज से करीब 60 साल पहले तत्कालिक सरकार ने गेहूं पर एमएसपी की शुरूआत की थी।
पिछली बार तीनों कृषि कानूनों को वापस लेने के बाद भी किसानों की सरकार के प्रति नाराजगी इस बात पर है कि वे सरकार से यह मांग करते हैं कि एमएसपी इस आधार पर तय होनी चाहिए कि किसानों को कॉस्ट का 50 फीसदी रिटर्न मिल सके। देश में कई बार किसानों के हित के लिए बने आयोगों ने लागत आधारित एमएसपी के लिए अलग-अलग सुझाव प्रस्तुत किए हैं। जिसमें कृषि लागत में भूमि का रेंट अथवा किराया भी शामिल होता है। हालांकि कृषि लागत के फार्मूले को लेकर एकमत राय की कमी है। मौजूदा कानून के हिसाब से सरकार जब चाहे वर्तमान एमएसपी को कभी भी रोक सकती है। किसानों का डर इस बात से है इसलिए उनकी मांग है कि इसे कानूनी सुरक्षा मिले और एमएसपी की यह सुविधा गारंटीकृत हो।
एमएसपी से क्या लाभ है ?
यह बात समझने की है कि सरकार हर एक फसल पर एमएसपी नहीं देती है। सरकार की ओर से कुल 24 फसलों पर यह सुविधा दी जाती है। इसे तय करने के लिए सीएसीपी यानी कि कमीशन फॉर एग्रीकल्चरल कोस्ट्स एंड प्राइसेस अपनी ओर से सुझाव देता है। ध्यान देने की बात है कि यह एक एडवाइजरी संस्था है ना कि कानूनी रूप से एमएसपी को लागू करने वाली निकाय। बहुत सारे राज्यों में तो इस पर फसलों की खरीद होती ही नहीं है।
सरकार एमएसपी पर फसल खरीद कर करती क्या है ?
सरकार एमएसपी यानी कि मिनिमम सर्पोट प्राइस पर खाधान्नों की खरीद करती है। इसे एफसीआई द्वारा खरीदा जाता है और संरक्षित भी किया जाता है और फिर सार्वजनिक वितरण प्रणाली के माध्यम से अथवा अकाल आदि की स्थिति में वितरित किया जाता है।
किसानों की क्या हैं मांगे ?
किसान समूह यूनिवर्सल एमएसपी के लिए कानून की मांग कर रहे हैं। किसान हरेक फरल को केंद्र सरकार द्वारा न्यूनतम समर्थन मूल्य पर खरीद चाहते हैं। साथ ही उनकी मांग है कि एमएसपी की गारंटी को संविधान द्वारा सुरक्षित किया जाए।
