एक दिन के लिए भारत की राजधानी बनने वाला शहर, आइए जानते हैं क्यों और कैसे ?
City to become the capital of India for a day: आज प्रयागराज (इलाहाबाद) को अवध के जिलों में नहीं गिना जाता, जबकि उसी से अलग होकर बने जिलों फतेहपुर और कौशांबी के बगैर उनकी गिनती को पूरा नहीं माना जाता है। बात ऐसी है कि मुगलों और नवाबों के उतार चढ़ाव, इन दोनों दरबारों की खींचतान और ईस्ट इंडिया कंपनी के बढ़ते सर्वोच्च प्रभाव के दौर से ही इलाहबाद का अवध के अंदर बाहर होना उसकी नियति रही है। इसके पीछे इसकी बेहद महत्वपूर्ण भौगोलिक स्थिति थी, जिसके कारणवश तीनों पक्ष उसे हथियाने के चक्कर में रहते थे।
बात उन दिनों की है जब भारत के दो बड़े सत्ता केंद्रों- दिल्ली और कलकत्ता के बीच आना जाना इलाहाबाद से ही होकर संभव था। जिसके कारण 22-23 अक्टूबर, 1764 की बक्सर की लड़ाई में कंपनी की अप्रत्याशित जीत के बाद अवध के भविष्य एवं सीमाओं का नए सिरे से निर्धारण करने वाले दोनों महत्वपूर्ण समझौते इलाहाबाद में ही हुए। 12 अगस्त, 1765 को हुई पहली संधि पर कंपनी की ओर से उसके बंगाल प्रेसिडेंसी के पहले गवर्नर रॉबर्ट क्लाइव ने हस्ताक्षर किए थे। इस संधि को इतिहासकार ‘भारत में ब्रिटिश साम्राज्य का संस्थापक’ और ‘ब्रिटिश बाबर’ कहते हैं। अन्य दो हस्ताक्षरकर्ता मुगल बादशाह शाहआलम द्वितीय और अवध के नवाब शुजाउद्दौला थे । इस संधि के तहत कंपनी ने इलाहाबाद के किले सहित कड़ा परगने का बड़ा इलाका (जो अब फतेहपुर जिले का हिस्सा है) अवध से छीनकर मुगलों को दे दिया था।
कुछ ही दिनों बाद 16 अगस्त, 1765 को क्लाइव ने शुजाउद्दौला से इलाहाबाद की दूसरी संधि की थी। इसके तहत उसने कंपनी के लिए समूचे अवध में बिना कोई कर दिए निर्बाध व्यापार की आजादी तो हासिल की ही साथ ही सूबे की सुरक्षा का जिम्मा उठाने के बहाने से उसके ही खर्च पर लखनऊ में बड़ी सेना रखने का अधिकार भी हासिल कर लिया था। हालांकि नवाब शुजाउद्दौला से उनका इकबाल ही छीना था, नवाबी बनी रहने दी थी। जबकि बक्सर में कंपनी ने जिस तरह बंगाल के नवाब और मुगल बादशाह के साथ शुजा की अजेय मानी जाने वाली सेना को भी धूल चटा दी थी, वह उनसे उनकी नवाबी छीन भी सकता था।
आगे चलकर मुगलों के और बुरे दिन आ गए थे। । 1773 में कंपनी ने इलाहाबाद में अकबर के बनवाए विशाल किले को उसकी ‘खरीद-बिक्री’ की हैसियत तक पंहुचा दिया था। । फिर तो कंपनी बस उस किले को फुटबॉल की तरह इधर से उधर लुढ़काती रही। फिर 1775 में पचास लाख रुपयों के बदले उसे उन्हीं शुजाउद्दौला को दे दिया, जिनसे छीनकर मुगलों को दिया था। कहते हैं कि गवर्नर जनरल वॉरेन हेस्टिंग्स (1772-1785) ने एक रणनीति के कारण ऐसा किया था, लेकिन 1797 में अवध के नए नवाब सआदतअली खान से संधि के बाद उसने इस किले के साथ चुनार, बनारस और गाजीपुर समेत अवध के लगभग आधे इलाके हथिया लिए थे।
परंतु 1857 में पहले स्वतंत्रता संग्राम के वक्त अवध की तरह इलाहाबाद ने भी कंपनी को साँस नहीं लेने दी। उसके सेनानायकों ने बाजी पूरी तरह पलट दी, तो भी अरसे तक अवध को लेकर उसके अंदेशे कम नहीं हो पाए। तब परेशान होकर कंपनी ने ब्रिटिश महारानी विक्टोरिया की ओर से भारत की सत्ता उससे छीन लेने की घोषणा लखनऊ के बजाय इलाहाबाद में करवाई। 1 नवंबर 1858 में इलाहबाद को एक दिन के लिए देश की राजधानी बनाया और वहीं शाही दरबार भी लगाया गया । पहले वायसराय लॉर्ड कैनिंग ने इस दरबार में महारानी विक्टोरिया की ओर से घोषणा पढ़ा। उसमें कंपनी के खिलाफ हथियार उठाने वाले ऐसे सभी बागियों को आम माफी दे दी गई थी, जिनका किसी अंग्रेज की हत्या में हाथ नहीं था।
इसके बाद में वायसराय लॉर्ड मिंटो (द्वितीय) ने इस दरबार की याद में उसकी जगह एक स्मारक बनवा दिया। उसमें उनके नाम पर एक पार्क भी विकसित किया गया। इस पार्क को अब महामना मदनमोहन मालवीय पार्क भी कहा जाता है। इस सिलसिले में यह जानना भी दिलचस्प है कि थोड़े दिनों के लिए ही सही, पर इलाहाबाद के खाते में उत्तर पश्चिम और संयुक्त प्रांत (आगरा और अवध) की राजधानी होने का गौरव भी शामिल है।
