आज के वक़्त में जब भी कोई सरकारी या सिविल सर्विस परीक्षा देने के बारे में सोचता है तो कहीं न कहीं उसके दिमाग में सबसे पहला ख़्याल यही आता है कि इस परीक्षा में पास होने के लिए अंग्रेज़ी भाषा का ज्ञान होना सबसे ज़्यादा ज़रूरी है वरना इस परीक्षा में तो वो किसी भी हाल में उत्तीर्ण नहीं हो पाएगा! बस अभ्यर्थियों के इसी भ्रम को कई सालों से तोड़ने का काम कर रहे हैं- ‘आईएएस डॉ. विकास दिव्यकिर्ती’।
देशभर में सिविल सर्विसेज की तैयारी कर रहे युवाओं के बीच सम्मानीय स्थान रखने वाले विकास हिन्दी माध्यम के छात्रों को प्रतियोगी परीक्षाओं की दौड़ में बने रहने का अवसर और आत्मविश्वास दोनों ही प्रदान कर रहे है। उन्होंने यूपीएससी एस्पिरेंट्स को अपने करियर को देखने हेतु एक नई दृष्टि प्रदान की है।
मूल रूप से शिक्षक व लेखक डॉ. विकास दिव्यकीर्ति की रुचि अनेक विषयों को पढ़ने और शोध करने में है। उन्होंने 1996 की सिविल सेवा परीक्षा में अपने पहले प्रयास में सफलता हासिल की और लगभग एक वर्ष तक भारत सरकार के गृह मंत्रालय में कार्य किया। उसके बाद वे अपने पद से त्यागपत्र देकर पुनः शिक्षण के क्षेत्र में उतरे और 1999 में ‘दृष्टि द विज़न’ संस्थान की स्थापना की। और आज यही दृष्टि संस्थान लाखों-करोड़ों यूपीएससी एस्पिरेंट्स को एक नई दिशा प्रदान कर रहा है। अभी तक इस संस्थान से जुड़े 1000 से भी अधिक अभ्यर्थियों ने केंद्रीय या राज्यस्तरीय सिविल सेवा परीक्षाओं में सफलता हासिल की है।
