Budget Session: संसद में आज बजट सत्र की शुरूआत हो रही है। राष्ट्रपति द्रौपदी मुर्मू के संबोधन से इसकी शुरूआत होगी। यह बजट सत्र कई मायनों में खास है- कल, यानी कि सत्र के दूसरे दिन 1 फरवरी को देश की वित्त मंत्री सीतारमण अंतरिम बजट पेश करेंगी। वहीं, दूसरी यह कि इस सत्र में मोदी सरकार के दूसरे कार्यकाल का अंतिम बजट पेश किया जाएगा।
आपको बता दें कि केंद्रिय संसदीय कार्य मंत्री प्रह्लाद जोशी ने संसद में बजट सत्र से पहले सभी पार्टियों के नेताओं की बैठक बुलाई। उक्त बैठक को मंगलवार को बुलाया गया। इस सर्वदलीय बैठक में दोनों सदनों के सभी दलों के नेताओं ने अपनी भागीदारी दी। बता दें कि बजट सत्र राष्ट्रपति द्रौपदी मुर्मू के संबोधन से शुरू होगा और 9 फरवरी को इसका समापन होना है।
भारतीय संविधान क्या कहता है बजट के बारे में-
भारतीय संविधान के अनुच्छेद 112 के अन्तर्गत बजट शब्द को लेकर नहीं बल्कि सरकार के वार्षिक वित्तीय विवरण के बारे में बताया गया है। इसे, प्रत्येक वर्ष की शुरूआत से पहले सरकार द्वारा संसद में पेश किया जाता है। इसे सरकार की वित्त मंत्री द्वारा प्रस्तुत किया जाता है। सरकार का वित्तीय वर्ष हर साल 1 अप्रैल से शुरू होकर 31 मार्च को समाप्त होता है। सरकार इस बजट के माध्यम से अपने आय और व्यय का लेखा जोखा दिखाती और साथ ही अपनी ओर से संसद के पटल पर आकांक्षी योजनाओं को भी प्रस्तुत करती है। चूंकि यह बजट सरकार का आखिरी वित्तीय वजट है इसलिए इसे अंतरिम बजट कहा जाएगा। आम चुनाव के बाद नई सरकार के द्वारा जुलाई के आसपास वित्तीय वर्ष 2024-25 के लिए पूर्ण बजट पेश किया जाएगा।
