ज्ञान के प्रति जिज्ञासा भारतीय संस्कृति का बुनियादी तत्व है. भारत शिक्षा के एक केंद्र के रूप में उभरा है. भारतीय सांस्कृतिक संबंध परिषद ( आईसीसीआर ) अपने स्थापना काल से इसी सोच के साथ आगे बढ़ रहा है. इसके प्रथम अध्यक्ष डॉ अबुल कलाम आजाद थे. वर्तमान में डॉ विनय सहस्त्रबुद्धे इसके अध्यक्ष है. अखिल विश्व ने इस सच को स्वीकारा है कि ज्ञान के प्रति जिज्ञासा भारतीय संस्कृति और सभ्यता की बुनियाद है. जहां नालंदा, तक्षशिला, विक्रमशिला जैसे संस्थान रहे हैं और जहां पूर्ण रूप से व्यवस्थित शिक्षा प्रणाली रही है. वर्तमान में भारत में अभी 6000 विदेशी छात्र आईसीसीआर के विभिन्न छात्रवृत्तियों के तहत पढ़ाई कर रहे हैं और हर साल यह संख्या बढ़ रही है. भारतीय सांस्कृतिक संबंध परिषद की छात्रवृत्तियों के माध्यम से भारत में शिक्षा का मौका देकर दूसरे देशों को क्षमता निर्माण में मदद देने की कोशिश की है.
आपको बता दें कि भारतीय सांस्कृतिक संबंध परिषद (इंडियन काउंसिल फॉर कल्चरल रिलेशंस – आईसीसीआर) भारत सरकार का स्वतंत्र संगठन है. आईसीसीआर को 1950 में भारत के पहले शिक्षा मंत्री मौलाना अबुल कलाम आजाद ने स्थापित किया. वह आईसीसीआर के पहले अध्यक्ष भी थे. पूर्व राष्ट्रपति डॉ शंकर दयाल शर्मा और के.आर. नारायणन, पूर्व प्रधान मंत्री पी.वी. नरसिंह राव और अटल बिहारी वाजपेयी, डॉ कर्ण सिंह भी आईसीसीआर के अध्यक्ष रह चुके हैं.
इस संस्था का मुख्यालय आजाद भवन, नई दिल्ली में है. यह संस्था भारत की संस्कृति और शिक्षा के विकास के अनेक कार्यों में संलग्न है. वर्तमान में इस संगठन के क्षेत्रीय कार्यालय बंगलौर, कलकत्ता, चंडीगढ़, चेन्नई, जकार्ता, मॉस्को, बर्लिन, कैरो, लंदन, ताशकंद, अलमाटी, जोहान्सबर्ग, डरबन, पोर्ट ऑफ स्पेन और कोलंबो में हैं.
ध्यान रखने योग्य बात यह है कि भारत तथा अन्य देशों के बीच सांस्कृतिक संबंध और पारस्परिक समझ स्थापित, पुनरूज्जीवित और उन्हें सुदृढ़ करने के प्राथमिक उद्देश्य के साथ भारतीय सांस्कृतिक संबंध परिषद् की स्थापना की गई थी. आईसीसीआर अन्य देशों के साथ भारत के सांस्कृतिक संबंधों से संबंधित नीतियां और कार्यक्रम तैयार करता है. इसके महत्वपूर्ण कार्यों में भारत और अन्य देशों के बीच सांस्कृतिक संबंधों और पारस्परिक समझ को बढ़ाना और मजबूत करना, संस्कृति के क्षेत्रों में राष्ट्रीय और अंतर्राष्ट्रीय संगठनों से संबंध स्थापित करना और उन्हें विकसित करना है.
आईसीसीआर भारत सरकार और अन्य अभिकरणों की ओर से विदेशी छात्रों के लिए छात्रवृत्ति योजनाओं का क्रियान्वयन तथा अंतर्राष्ट्रीय छात्रों के कल्याण के लिए कार्य करता है. इसके साथ ही भारतीय नृत्य और संगीत सीखने के लिए विदेशी विद्यार्थियों को छात्रवृति प्रदान करता है. अंतर्राष्ट्रीय संगोष्ठियों और परिसंवादों का आयोजन करना और उनमें भाग लेना भी एक प्रमुख कार्यों में से है. आईसीसीआर विदेशों में प्रमुख सांस्कृतिक महोत्सवों का आयोजन भी करता है, जिसमें विदेशों में भारत महोत्सव एक बड़ा आयोजन है.
