वर्तमान को जब इतिहास बनता देखें, तो एक अजीब सी स्थिति होती है। यही स्थिति 12 जुलाई, 2019 को ऋषिकेश में हुई। यहां गंगा नदी पर स्थित ऐतिहासिक ‘लक्ष्मण झूला’ को बंद कर दिया गया। दरअसल, विशेषज्ञों का मानना है कि यह पुल और अधिक भार सहन नहीं कर सकता। उत्तराखंड सरकार के अतिरिक्त मुख्य सचिव ओम प्रकाश ने आदेश देते हुए जानकारी दी कि यह पुल विशेषज्ञों की एक टीम के सुझाव के बाद बंद कर दिया गया है। विशेषज्ञों ने पाया कि पुल के ज्यादातार हिस्से ‘बहुत कमजोर’ हो गए हैं, या ‘गिरने’ की स्थिति में हैं। इस पुल को लोगों की आवाजाही सहित सभी तरह के यातायात के लिए फौरन बंद करने का सुझाव दिया था क्योंकि ये पुल और अधिक भार सहन करने की हालत में नहीं है।
इस पुल पर हाल के समय में अप्रत्याशित तरीके से लोगों की आवाजाही बढ़ गई और यह अब एक तरफ झुका हुआ लग रहा है। विशेषज्ञों का मानना है कि इस पुल का इस्तेमाल किया जाना जोखिम भरा हो सकता है। इसे ध्यान में रख कर यह फैसला किया गया।
बता दें कि यह पुल ऋषिकेश में गंगा नदी पर 1923 में बना था। नदी के दोनों हिस्सों को जोड़ने का इस्तेमाल दुनिया भर से आने वाले श्रद्धालु और स्थानीय लोग करते हैं। प्रशासन का कहना है कि इस पुल पर लोगों की अधिक संख्या के कारण ज्यादा बोझ पड़ रहा था। वहीं पुल की जीर्ण-शीर्ण अवस्था को देखते हुए प्रशासन ने सुरक्षा के लिहाज से इसे बंद करने का आदेश दिया।
इससे पहले इसी साल जनवरी में पुल के ढांचे की जांच कराई गई थी। इस दौरान जांच एजेंसी ने पुल के कमजोर होने और इसके पैदल आवागमन के लायक ना होने की जानकारी दी थी। एजेंसी ने पुल पर अधिक भार पड़ने की स्थिति में यहां किसी हादसे की आशंका भी जताई थी, जिसे देखते हुए अधिकारियों ने अब इसपर आम लोगों के आवागमन को प्रतिबंधित करने का आदेश दे दिया।
लक्ष्मण झूला ऋषिकेश आने वाले श्रद्धालुओं और पर्यटकों के लिए आकर्षण का एक मुख्य केंद्र रहा है। यह पुल टिहरी जिले में तपोवन गांव को नदी के पश्चिमी तट पर स्थित पौड़ी जिले के जोंक से जोड़ता है। बताया जाता है कि महाकाव्य रामायण के एक महत्वपूर्ण पात्र लक्ष्मण ने इसी स्थान पर जूट की रस्सियों के सहारे नदी को पार किया था। इस पुल पर ‘गंगा की सौगंध’, ‘ सन्यासी’ और लोकप्रिय जासूसी धारावाहिक ‘सीआईडी’ की शूटिंग भी हुई है।
पुरातन कथनानुसार भगवान श्रीराम के अनुज लक्ष्मण ने इसी स्थान पर जूट की रस्सियों के सहारे नदी को पार किया था। स्वामी विशुदानंद की प्रेरणा से कलकत्ता के सेठ सूरजमल झुहानूबला ने यह पुल सन् 1889 में लोहे के मजबूत तारों से बनवाया, इससे पूर्व जूट की रस्सियों का ही पुल था एवं रस्सों के इस पुल पर लोगों को छींके में बिठाकर खींचा जाता था। लेकिन लोहे के तारों से बना यह पुल भी 1924 की बाढ़ में बह गया। इसके बाद मजबूत एवं आकर्षक पुल बनाया गया। इस पुल के पश्चिमी किनारे पर भगवान लक्ष्मण का मंदिर है जबकि इसके दूसरी ओर श्रीराम का मंदिर है। कहा जाता है कि श्रीराम स्वयं इस सुंदर स्थल पर पधारे थे। पुल को पार कर बाईं ओर पैदल रास्ता बदरीनाथ को तथा दायीं ओर स्वर्गाश्रम को जाता है। केदारखंड में इस पुल के नीचे इंद्रकुंड का विवरण है, जो अब प्रत्यक्ष नहीं है।
