बिहार में केवल 7.2 प्रतिशत नवजात को हो मिल पता है सही और पर्याप्त मात्रा में आहार
राष्ट्रीय परिवार स्वास्थ्य सर्वेक्षण-4 के अनुसार, बिहार में हर दूसरा बच्चाि नाटापन (उम्र के अनुपात में कम ऊंचाई) और हर पांचवा बच्चार गंभीर रूप से कुपोषित (ऊंचाई के अनुपात में कम वजन) है. 48.3 फीसदी बच्चें नाटापन (उम्र के अनुरूप कम लम्बाई )के शिकार हैं. वहीं 20.8 प्रतिशत बच्चेम वेस्टेरड (जिनका कद और वजन दोनों उम्र के अनुरूप विकसित नहीं) हैं. अनुसूचित जाति के बच्चों में स्टंटिंग दर अन्य समुदायों की तुलना में काफी अधिक है। बिहार में अनुसूचित जातियों में कुपोषण ( नाटापन) की दर 55.8 % है. राज्य के दो जिलों को छोड़कर, 36 जिलों में स्टंटिंग का औसत 40 प्रतिशत से ज्या दा है. उक्त बातें यूनीसेफ बिहार के प्रमुख असदुर रहमान ने आज परिचर्चा के दौरान कही. उन्होंने कहा कि प्राकृतिक रूप से लड़कियां, लड़कों की तुलना में ज्यादा मजबूत होती है पर अगर अगर हम 5 साल से कम उम्र के बच्चों की मृत्यु दर को देखें तो पूरी दुनिया में लड़कों की मृत्युदर लड़कियों से ज्यादा होती है पर भारत में और बिहार में लड़कियों की मृत्युदर लड़कों से ज्यादा है. उन्होंने कहा कि बच्चों के बेहतरी के लिए मीडिया एक महत्वपूर्ण हितधारक है, यूनिसेफ राज्य और अन्य प्रमुख हितधारकों के साथ बच्चों के अधिकारों, खासकर उन समाज के वंचित वर्गों के बच्चों के अधिकारों को सुनिश्चित करने का काम करता है.
समेकित बाल विकास समाज कल्याण विभाग की सहायक निदेशक श्वेता सहाय ने कहा कि विभाग के द्वारा स्तनपान सप्ताह के स्थान पर पूरे माह को स्तनपान माह के रूप में मनाया जा रहा है . विभाग के द्वारा स्तनपान, पूरक स्तनपान और बच्चों के पोषण को लेकर समाज में जागरूकता को बढ़ाने के लिए निदेशालय सभी आंगनवाडियों में हर महीने की 7 तारीख को गोदभराई दिवस और 19 तारीख को अन्नप्राशन दिवस मनाया जाता है,
आंगनवाडी कार्यकर्त्ता , आशा द्वारा घर घर भ्रमण करके माँ और शिशु के उचित पोषण के बारे में बताया जाता है बिहार से कुपोषण को समाप्त करने के लिए हमें किसी खास दिन, सफ्ताह या माह नहीं बल्कि हर दिन को कुपोषण को दूर करने के प्रयास की जरुरत है. आंगनवाडी से रिपोर्टिंग और काउन्सलिंग को बेहतर करने के लिए 17 जिलों के सभी आंगनवाड़ी केन्द्रों को एनड्रायड टेबलेट दिए गए हैं. इनमें 13 जिले, नीति आयोग के द्वारा चयनित है.
यूनीसेफ में विश्व स्तनपान सप्ताह के अवसर पर मीडिया परिचर्चा का आयोजन
यूनीसेफ की संचार विशेषज्ञ निपुण गुप्ता ने कहा इस साल संयुक्त बाल अधिकार समझौता की 30 वी सालगिरह के रूप में मनाई जा रही है. हर बच्चे को पोषण और स्वास्थ्य का अधिकार है. माताओं को स्तनपान करवाने के लिए एक सकारात्मक माहौल की जरुरत होती है. खास कर उन महिलाओं के लिए जो पहली बार माँ बनी है. इसके साथ ही कामकाजी महिलाओं के लिएअगर कार्यस्थलों पर छोटे बच्चों के देखभाल की व्यवस्था हो तो माताएं बिना किसी समस्या के स्तनपान करवा सकती हैं. मीडिया की भूमिका को महत्वपूर्ण बताते हुए उन्होंने कहा कि मीडिया पोषण से जुड़े उन मुद्दों, पहलूओं को उठा सकती हैं , जिनपर कम चर्चा हो रही है . इसके माध्यम से मीडिया नीति निर्माताओं का ध्यान महत्वपूर्ण मुद्दों की ओर ध्यान आकृष्ट कर सकते हैं.
पोषण विशेषज्ञ रवि नारायण पाढ़ी ने पोषण मिशन के बारे में बताते हुए कहा कि बिहार के 38 जिलों को पोषण के तहत अभियान में चुना गया है. जन्म के 6 माह तक केवल माँ का दूध और 6 माह के बाद माँ के दूध के साथ उपरी आहार बच्चों के लिए आवश्यक होती है. 6 माह के बाद सिर्फ माँ का दूध बच्चों के पोषण के लिए ही पर्याप्त नहीं होता. इनके समुचित विकास के लिए उपरी आहार जरुरी होता है.एनएफएचएस -4 के अनुसार बिहार में केवल 7.5 प्रतिशत बच्चों को ही सही और पर्याप्त मात्र में उपरी आहार मिल पाता है.
स्तनपान के अर्थव्यवस्था पर प्रभाव के बारे में बताते हुए यूनीसेफ की पोषण विशेषज्ञ डॉ शिवानी दर ने कहा कि एनएफएचएस -4 (2015-16) के अनुसार, बिहार में 31% सीज़ेरियन सेक्शन निजी अस्पतालों में होता है और वहीं सार्वजनिक स्वास्थ्य सुविधाओं में 2.6% डिलीपरी सीज़ेरियन सेक्शन से होता. डिलीवरी के दौरान माताओं को सामान्य एनेस्थेटिक के बजाय ऑपरेशन के लिए क्षेत्रीय-एनेस्थेसिया (local anesthesia) दिया गया हो तो मातांए जन्म के ठीक बाद स्तनपान करा सकती हैं. हालांकि, इसमें नर्स, मिडवाइफ या माता को उसके घरवालों के सहायता की आवश्यकता होगी. द कोस्ट ऑफ़ नॉट ब्रेस्टफीडिंग टूल के केलकुलेशन के अनुसार, पूरे भारत में 0-23 माह की आयु के बच्चों को फॉर्मूला दूध पिलाने का खर्च लगभग 25393.77 करोड़ रुपया आता है जो की प्रति परिवार की पूरी कमाई का 19.4% (Nominal wages for individual family) है. जबकि प्रत्येक साल 727.18 करोड़ रुपये बीमारी के इलाज पर और स्वास्थ्य देखभाल पर खर्च किया जाता है. बेबी फेंडली अस्पतालों के बारे में बताते हुए डॉ दर ने कहा कि माँ कार्यक्रम के अंतर्गत अस्पतालों को बेबी फ्रेंडली और बोटल फ्री जोन बनाने की बात की गई है. इसके लिए पर्यवेक्षण की जरुरत है.
