एक दिन नहीं, सब दिन है हमारी हिन्दी का

हिन्दी हमारे लिए महज एक भाषा नहीं, हमारी मां है। सनातनी परंपरा में मां के लिए कोई खास दिन नहीं होता है। हर दिन तो मां से शुरू होती है। मां के आशीष से। मां की ममता से। मां के वात्सल्य से। मां है तो हम हैं। मां के बिना पुत्र की कल्पना ही नहीं की जा सकती है। इसलिए हमारा मानना है कि हिन्दी के लिए एक दिन नहीं होता है। भारत में हिन्दी सर्वाधिक बोले जाने वाली भाषा है। यह हमारी राजभाषा है। भारतीय संविधान ने इसे यह गरिमामय स्थान दिया है।
हमारे कई मनीषियों ने हिन्दी को राष्ट्रभाषा का दर्जा दिलाने के लिए प्रयास किए हैं। लेकिन, बड़े दुख के साथ आज भी यह कहना पड़ रहा है कि हमारी हिन्दी को अब तक यह अधिकारी नहीं मिल पाया है, जिसकी वह अधिकारी है। बता दंें कि वर्ष 1918 में महात्मा गांधी ने इसे जनमानस की भाषा कहा था और इसे देश की राष्ट्रभाषा भी बनाने को कहा था। लेकिन आजादी के बाद ऐसा कुछ नहीं हो सका। सत्ता में आसीन लोगों और जाति-भाषा के नाम पर राजनीति करने वालों ने कभी हिन्दी को राष्ट्रभाषा बनने नहीं दिया। स्वतंत्रता प्राप्ति के बाद हिन्दी को राष्ट्रभाषा का दर्जा दिलाने के लिए काका कालेलकर, मैथिलीशरण गुप्त, हजारी प्रसाद द्विवेदी, सेठ गोविन्ददास और व्यौहार राजेन्द्र सिंह आदि लोगों ने बहुत से प्रयास किए। जिसके चलते इन्होंने दक्षिण भारत की कई यात्राएँ भी की.
वर्ष 1990 में प्रकाशित एक पुस्तक “राष्ट्रभाषा का सवाल” में शैलेश मटियानी जी ने यह सवाल किया था कि हम 14 सितम्बर को ही हिन्दी दिवस क्यों मनाते हैं। इस पर प्रेमनारायण शुक्ला जी ने हिन्दी दिवस के दिन इलाहाबाद में इसके कारण को बताया था कि इस दिन ही हिन्दी भाषा के लिए कई महत्वपूर्ण निर्णय लिए गए थे। इस कारण इस दिन को राष्ट्रीय पर्व के रूप में मनाया जाता है। लेकिन वे इस जवाब से संतुष्ट नहीं थे। उन्होंने कहा कि इस दिन को हम राष्ट्रभाषा या राजभाषा दिवस के रूप में क्यों नहीं मनाते हैं। इसके साथ ही शैलेश जी ने इस दिन हिन्दी दिवस मनाने को शर्मनाक पाखंड करार दिया था।
बता दंें कि 26 जनवरी 1965 को संसद में यह प्रस्ताव पारित हुआ कि “हिन्दी का सभी सरकारी कार्यों में उपयोग किया जाएगा, लेकिन उसके साथ साथ अंग्रेज़ी का भी सह राजभाषा के रूप में उपयोग किया जाएगा।” 26 जनवरी 1965 को संसद में यह प्रस्ताव पारित हुआ कि “हिन्दी का सभी सरकारी कार्यों में उपयोग किया जाएगा, लेकिन उसके साथ साथ अंग्रेज़ी का भी सह राजभाषा के रूप में उपयोग किया जाएगा।” वर्ष 1967 में संसद में “भाषा संशोधन विधेयक” लाया गया। इसके बाद अंग्रेज़ी को अनिवार्य कर दिया गया। इस विधेयक में धारा 3(1) में हिन्दी की चर्चा तक नहीं की गई। इसके बाद अंग्रेज़ी का विरोध शुरू हुआ। 5 दिसंबर 1967 को तत्कालीन प्रधानमंत्री इंदिरा गांधी ने राज्यसभा में कहा कि हम इस विधेयक में विचार विमर्श करेंगे।
यह भारतीयों के लिए गर्व का क्षण था जब भारत की संविधान सभा ने हिंदी को देश की आधिकारिक भाषा के रूप में अपनाया था। संविधान ने वही अनुमोदित किया और देवनागरी लिपि में लिखी गई हिंदी आधिकारिक भाषा बन गई। 14 सितंबर, जिस दिन भारत की संविधान सभा ने हिंदी को अपनी आधिकारिक भाषा के रूप में अपनाया, हर साल हिंदी दिवा के रूप में मनाया जाता है। कई स्कूल, कॉलेज और कार्यालय इस दिन महान उत्साह के साथ मनाते हैं। कई लोग हिंदी भाषा और भारतीय संस्कृति के महत्व के बारे में बात करने के लिए आगे आते हैं। स्कूल हिंदी बहस, हिन्दी दिवस पर कविता और कहानी कहने वाली प्रतियोगिताओं और सांस्कृतिक कार्यक्रमों की मेजबानी करते हैं।
हिन्दी हमारी मातृभाषा है। मनुष्य की मातृ भाषा उतनी ही महत्व रखती है, जितनी कि उसकी माता और मातृ भूमि रखती है। एक माता जन्म देती है, दूसरी खेलने- कूदने , विचरण करने और सांसारिक जीवन निर्वाह के लिए स्थान देती है। तीसरी, मनोविचारों और मनोगत भावों को दूसरों पर प्रकट करने की शक्ति देकर मनुष्य जीवन को सुखमय बनाती है। हमें इस बात का गर्व है कि आज दुनिया के लगभग 170 देशों में किसी न किसी रूप में हिन्दी पढ़ाई जाती है। विश्व के 32 से अधिक देशों के विश्वविद्यालयों में संस्कृत पढ़ाई जा रही है। पहले भारत में भी जहां कहीं हिन्दी का विरोध (राजनीतिक आदि कारणो से) था या जहां हिन्दी का प्रयोग कम माना जाता था, अब इन राज्यों में भी हिन्दी बोलने-सिखाने हेतु हिन्दी स्पीकिंग क्लासेस बड़ी मात्रा में प्रारंभ हुए हैं।
हिंदी शब्द का सम्बन्ध संस्कृत के सिंधु शब्द से माना जाता है। सिंधु सिंध नदी को कहा जाता था। यही सिंधु शब्द ईरानी में जाकर हिन्दू , हिंदी और फिर हिन्द हो गया और इस तरह इस भाषा को अपना नाम मिला। हिंदी भाषा ना केवल भारत में बोली जाती है बल्कि मॉरीशस, फिजी, गयाना, सूरीनाम, संयुक्त राज्य अमेरिका, दक्षिण अफ्रीका, यमन, युगांडा, सिंगापुर, नेपाल, न्यूजीलैंड और जर्मनी जैसे देशों के एक बड़े वर्ग में भी प्रचलित है। हिंदी का उद्भव देवभाषा संस्कृत से हुआ है जो इतनी समृद्ध और आधुनिक है कि उसे कंप्यूटर और कृत्रिम बुद्धिमत्ता में प्रयोग करने के लिए सबसे उपयुक्त भाषा माना जाता है।
हिंदी की वर्णमाला दुनिया की सबसे व्यवस्थित वर्णमाला है जिसमें स्वर और व्यंजनों को अलग-अलग व्यवस्थित किया गया है। हिंदी भाषा की लिपि देवनागरी है जो विश्व की सर्वाधिक वैज्ञानिक लिपि है। हिंदी वर्णमाला में हर ध्वनि के लिए लिपि चिन्ह है यानी हम जो भी बोले, उसे आसानी से लिखा भी जा सकता है। हिंदी भाषा का शब्दकोश बहुत विशाल है जिसमें हर कार्य के लिए बहुत से शब्द मौजूद हैं। इस शब्दकोष में शब्दों की संख्या 2.5 लाख से भी ज्यादा है और ये संख्या तेजी से लगातार बढ़ रही है। हिंदी भाषा इतनी लचीली है कि इसमें दूसरी भाषाओं के शब्द भी आसानी से समा जाते हैं। हिंदी में साइलेंट लेटर्स नहीं होते हैं इसलिए इसके लेखन और उच्चारण में शुद्धता रहती है। इस भाषा में निर्जीव वस्तुओं के लिए भी लिंग का निर्धारण होता है। हिंदी ऐसी व्यावहारिक भाषा है जिसमें हर सम्बन्ध-रिश्ते के लिए अलग-अलग शब्द दिए गए हैं। आज दुनिया में दूसरी सबसे ज्यादा बोली जाने वाली भाषा के रुप में हिंदी ने अपनी जगह बनायी है।
हिंदी भाषा की समृद्धता का अंदाजा इस बात से लगाया जा सकता है कि इस भाषा की पांच उप-भाषाएँ हैं और कम से कम सोलह बोलियां प्रचलन में हैं। सोशल मीडिया के इस दौर में इंटरनेट पर हिंदी का प्रयोग बहुत तेजी से बढ़ रहा है और फेसबुक, ट्विटर पर भी हिंदी का प्रयोग बहुत बढ़ा है।
