जानिए गणतंत्र राष्ट्र ‘भारत’ का गणतांत्रिक सफ़र
भारत एक ‘गणतंत्र राष्ट्र’ के रूप में जाना जाता है। और हर साल इस गणतांत्रिक देश में बड़ी ही धूमधाम से 26 जनवरी के दिन ‘गणतंत्र दिवस’ मनाया जाता है। इस दिन प्रत्येक भारतवासी के मन में अपने देश व मातृभूमि के प्रति अपार स्नेह होता है। यह दिन हमें देश के शूरवीरों के संघर्ष और उनके नि:स्वार्थ बलिदान की याद दिलाता है। सभी देशवासी काफी गर्व, उत्साह और उमंग के साथ इस दिन का जश्न मनाते हैं।
भारत को जब 15 अगस्त, 1947 को अंग्रेज़ी शासन से मुक्ति मिली, तब हमारे देश का कोई अपना संविधान नहीं था। अपना संविधान ना होने के कारण हम अपनी प्रशासनिक और न्यायिक व्यवस्था का कार्य अंग्रेज़ों द्वारा संचालित नीतियों के अनुसार ही करते थे। अतः स्वतंत्रता प्राप्ति के तुरंत बाद भारत में राष्ट्र निर्माण की प्रक्रिया प्रारंभ हुई। प्रशासनिक रूप से हम 26 जनवरी, 1950 को स्वतंत्र हुए। इसी कारण से भारतीय इतिहास में 26 जनवरी, 1950 का दिन अत्यंत महत्वपूर्ण है। इस दिन भारत के अंतिम गवर्नर-जनरल ‘सी. राजगोपालाचारी’ ने भारत को एक ‘गणतंत्र राष्ट्र’ घोषित किया। उन्होंने भारत के गणतंत्र बनने की घोषणा करते हुए कहा था, ‘यह जो भारत देश है, यह सम्प्रभुता सम्पन्न लोकतांत्रिक गणतंत्र होगा।’
गणतंत्र का शाब्दिक अर्थ होता है- ‘जनता का तंत्र’। यानी ‘जनता का, जनता के लिए और जनता द्धारा शासन।’
यह तो सर्वविदित है कि, हम भारतीय विश्व के अकेले सबसे बड़े लोकतान्त्रिक गणराज्य में निवास करते है जिसका हमें काफी गर्व भी है। भारत के संविधान की प्रस्तावना में कहा गया है कि, ‘भारत एक संपूर्ण प्रभुत्व, संपन्न, लोकतांत्रिक, समानता वादी धर्मनिरपेक्ष गणराज्य है।’ भारत में संसद देश का सबसे मजबूत और शक्तिशाली सदन है। संविधान में नागरिकों को विशेष अधिकार दिए हैं। जिसका हनन होने पर वह न्यायालय की सहायता ले सकते हैं। भारत का संविधान लिखित रूप में है और यही इसकी सबसे मजबूत कड़ी है। भारत दुनिया का सबसे बड़ा लोकतांत्रिक देश है। इस देश की जनता को अपना प्रतिनिधि चुनने का अधिकार है। जिसके लिए चुनाव आयोग गठित किया गया है। जनता को अभिव्यक्ति और समानता का अधिकार है। इन सभी अधिकारों की जानकारी व रक्षा के लिए शिक्षा का अधिकार भी दिया गया है। अगर देश की जनता शासन के कार्यों से असंतुष्ट हो, तो उसका विरोध भी कर सकती है।
दुनिया के तमात देशों में लोकतंत्र है, लेकिन वे देश, गणतंत्र नहीं है। जापान, स्पेन, बेल्जियम, डेनमार्क, चेक रिपब्लिक समेत दुनिया के तमाम ऐसे देश हैं जहां लोकतंत्र तो हैं लेकिन गणतंत्र नहीं है, लेकिन भारत लोकतंत्र के साथ-साथ एक गणतांत्रिक देश भी है। दरअसल लोकतंत्र और गणतंत्र में एक बुनियादी अंतर है, और वह है सत्ता में आसीन व्यक्ति का। अगर जनता के पास सत्ता में आसीन व्यक्ति को बदलने का अधिकार है तो उस देश को गणतांत्रिक देश कहा जाता है। अगर नहीं तो वह देश गणतांत्रिक नहीं होगा।
इंग्लैंड के उदाहरण से इसे समझा जा सकता है, इंग्लैंड में सत्ता के सबसे उंचे पद पर राजा (या रानी) आसीन होता है। वहाँ आज भी नाममात्र की ही सही, लेकिन राजशाही है। इंग्लैंड के लोग प्रधानमंत्री तो बदल सकते है लेकिन राजा नहीं।
इंग्लैंड के ठीक उलट भारत में सबसे उंचे पद पर बैठा व्यक्ति राष्ट्रपति होता है, जिसे अप्रत्यक्ष रुप से जनता चुनती है। साथ ही जनता हर 5 साल में राष्ट्रपति को बदलने का अधिकार भी रखती है। इसलिए भारत एक लोकतांत्रिक देश होने के साथ-साथ गणतांत्रिक देश भी है। गणतांत्रिक देश का मुखिया राष्ट्रपति होता है। इसके अलावा लोकतंत्र और गणतंत्र में एक और अंतर ये हैं कि लोकतंत्र में जनता का शासन होता है। फैसले बहुमत के आधार पर लिए जाते हैं, लेकिन कई बार यह जनता का शासन, बहुसंख्यक जनता के शासन में बदल जाता है, लेकिन गणतंत्र में कानून का शासन होता है। एक गणतांत्रिक देश यह सुनिश्चित करता है कि अल्पसंख्यकों का हक न छीना जाए। इसलिए प्रधानमंत्री के साथ-साथ कुछ शक्तियां राष्ट्रपति को भी दी जाती है। इसीलिए भारत में राष्ट्रपति कई बार संसद के बनाए कानूनों पर हस्ताक्षर करने से इंकार कर देते हैं, लेकिन लोकतांत्रिक देशों में ऐसा नहीं होता है। वहां संसद के बनाए नियम ही अंतिम होते हैं। तो, यही कुछ कारण है जो हमारे देश को एक शक्तिशाली, प्रभावी गणतंत्र राष्ट्र बनाते हैं।
